This hits the nail on the head and is the exact reason why many people believe that Panetta's action of having complaints reviewed by an O6 or higher is just plain silly because they are the same people that many believe have become above the law. Now that a brigadier general has been charged with these types of crimes, we have to wonder how many sexual assaults he squashed because: "The reality is that this officer may well be a sexual predator himself.”
Until the 1965 Equal Equal Employment Opportunity Act is amended, to relinquish the authority of the Secretary of Defense from being able to managed his own "Civil Rights" issues in the military; O-6s, whether the predator or Commanding Officer, still has judicial authority over his military unit.
You've obviously haven't read over my previous blogs, where I've clearly demonstrated how my former Commanding Officer was allowed to use his judicial authority over me to cover-up his involvement in a contract bid-rigging scandal.
So, who are we to assume that these 0-6's will admit that he or she can't control their command climate, once they begin prosecuting military rape or discriminating cases.
If this isn't career suicide, I don't know what is.
Just go back and read the testimony (of my trial transcript) of LCDR Mei-Ling Marshall, she was the legal adviser to my former Commanding Officer, Captain John Sturgess. Now, he's a retired Captain and senior defense consultant adviser.... WOW!! The more things change, the more they stay the same.
During her testimony she admitted to having a "personal interest" in the outcome of my trail because her professional record was before the Commander (0-5) selection board. She went on to mention the concerns of Captain Sturgess and his executive officer, CDR John Ward, the three of them had colluded to cover-up their "cruel and excessive" punishment towards me. I forgot to mention my former supervisor, Supply Corps Commander, Matthew Masi was also in on it. I'll eventually post on my blog, my original complaint, not the DoD IG's version of what took place...
Meanwhile, in an attempt to salvage her JAG career she did an interview for JAG magazine. The article depicted her as some type of "Super Woman" role model for junior sailors and officer, which is far from the truth!
To find out how she really was, wait until you read my autobiography, "Broken Silence", in which I demonstrate how she's the worse military JAG in the Navy. As a washed out Surface Warfare Officer, she redesignated to become a JAG. Her idea of prosecution is "Bullying" sailors, not mentoring them! Just look at her picture... It pretty much speaks for itself.

However, that’s not to say that those who are charged with managing the taxpayer’s money can’t collude with other corrupt individuals. Do you know if Marshall was successful in being promoted after playing to a selection board and having such a personal interest? I guess I read the previous anonymous comments as someone who believes that Secretary Panetta’s requirement for review at a higher level wouldn’t fix the growing problem, or at least the problems that we all knew were there but being covered-up far too much and at levels at or above the new threshold level imposed by the Secretary. The higher the level, the more intense the cover-up because, like Marshall’s promotion efforts, these officers see stars and the cover-up must succeed to get the stars. The Brigadier General, Jeffrey Sinclair, got his star and I’m actually amazed that he finally got caught and that something is actually being done. The fact that you mentioned that a Supply Officer was involved in your case reminds me of some hilarious but deeply disturbing postings on your site some time ago at a supply activity. It sounded like the activity was a training ground for sexual predators and that solicitation of sex was rampant and routinely over-looked by the supply commanding officers who didn’t want anyone to know that all of this was happening at their command. Many of these people saw stars and many have put those stars on after covering up those dirty little secrets. They apparently covered up for Timothy J. Pentaleri who had to be caught by airport authorities as he planned and attempted the abduction of a women that apparently included a lethal plan. They also covered up for William H. Weinfurtner who has had many names, such as slick Willy, and the posting indicated that he wanted to “free the Willy” or his willy, on women in the workplace. I’ve heard that a number of stars have risen from these cover-ups and that these officers used the taxpayer’s money to keep their failure from being known. My contact says that some of the stars are rear admirals William A. Kowba, Raymond E. Berube, Glenn C. Robillard, and captain Pimpo, a newly selected star. There were a lot of O-6’s as well, so I have to really question the decision of Mr. Panetta because, as the Brigadier has shown, there is apparently no inverse correlation between rank and depravity.

Anon, Thanks for your comment and yes there were quite a few supply officers involved in the collusion with the Logistics Support Inc. logistics services contract. At every level, leading to the expeditionary program manager at the time, who was rehired by the company, "While still in an active duty status, on terminal leave", to be their director of expeditionary programs for the Navy and the Coast Guard.
Tonight I found the debate between President Obama and Mitt Romney to be very interesting. An interesting point that the President repeatedly made was, "Why do we need to budget so much towards military, especially since they have not asked for an increase in their budget spending"... But as a former budget officer, I know from personal experience how many years out that I had to submit the command's "Annual Financial Management Plan" to the office of the CNO.
I'm sure the senior military lobbist, or top brass, is simply waiting for the November election to get their budget submitted to congress.
Just for the record, the true bean counters for the military are "Supply Corps Officers", behind every strand of military corruption involving stealing money from taxpayers, is always a crooked budget or contracting officer.
